I'm saying that the FNaF 1 building was probably around before FNaF 2. The withereds come from the first Freddy's before the 1987 location, in FNaF 1 the bite of 87 is treated as a past event and the reason why the current animatronics cannot walk around during the day. There is also the factor Phone Guy is alive in 2 despite his demise in FNaF 1. Phone Guy even accidentally mentions how much the Withered animatronics smelled in the 2nd night call in Fnaf 2. By then I believe Fazbear Entertainment removed the bodies and either disposed of them, or gave them to authorities.
